Because each covers the other's weakness. Net alone can look insubstantial and needs lining everywhere, while silk alone can feel heavy across a long evening. Together you get the lift and transparency of an open mesh with the anchor, weight and sheen of a closed cloth.
Does one colour look different on the two fabrics?
It does, and that is part of the effect. Green reads deep and even on the silk, where the sheen gives it movement, and lighter and more transparent on the net panels, where light passes straight through. One shade therefore produces two readings across a single drape.
Does a net and silk saree need a full lining?
Wherever the net falls, yes. An open mesh shows whatever sits beneath it, so a fitted lining is doing real work rather than simply adding a layer, and the shade you choose changes how open or closed the mesh reads across that part of the drape.
