Why is the blouse piece a different fabric from the saree?

How much fabric do I get in total?
The saree is 5.5 metre long at 44 inches wide, and the blouse piece is a separate 0.80 metre. That is one saree and one blouse piece in the package. Nothing else, such as a petticoat, fall or stole, is included with this set.
