Why is the blouse shinier than the saree?

What is tissue fabric in a blouse?
Tissue is a fine, lightweight cloth woven with metallic-look thread running through the base yarn, which gives a low constant shimmer across the whole surface. Combined with a sequins fabric it produces a blouse with both an even glow and sharper individual reflections.
Do the butta motifs sit raised on the fabric?
They do. Hand-placed motifs are built up on the surface rather than woven into the cloth, so each one stands slightly proud of the black ground. That relief is part of why they read clearly on a plain fabric that would otherwise show very little detail.
